Cocoa and chocolate are highly toxic to dogs; their bodies cannot process theobromine.

They can however contain enough cocoa to poison smaller dogs.
Lets look at two types of chocolate biscuits to better understand this.

Oreos and chocolate bourbons (such as Britannia) are two of the most famous chocolate biscuits.
Chocolate bourbons (like those made by Brittania) typically contain around 2% cocoa powder.
The amount of cocoa powder in a packet of biscuits weighing 400 grams is about 8 grams.
Lets examine what happens when a dog eats a whole packet.
Eating this many chocolate biscuits will probably only give an upset stomach to a medium-sized dog (25kg to 40kg) and will not poison them.
This may well poison a smaller dog (weighing up to 24 pounds or 12 kilograms) and should be treated as an emergency.

It has been estimated that even large dogs can be poisoned by up to 84 mg of theobromine in every kilogram of biscuits.
Which type of chocolate is more dangerous for a dog?
Because dark chocolate contains the most theobromine it is the most harmful to dogs. A pound of pure dark chocolate contains between 130 and 450 mg of theobromine.
In addition to dark chocolate all types of chocolate such as cocoa powder milk chocolate and baked chocolate are harmful to dogs.
What are the signs of chocolate poisoning in dogs?
In dogs chocolate poisoning occurs solely when they have consumed a large amount or a small amount of chocolate.
The most common signs that a dog has eaten too much chocolate are breathing rapidly vomiting excessive urination rapid heartbeat extreme thirst and muscle tremors.
Pneumonia may also develop as a complication. The signs of chocolate poisoning can take hours to appear and theobromine remains in the bloodstream for some time.
Can dogs eat biscuit dough?
The dough for biscuits can also be very dangerous to dogs if it contains a leavening agent (or anything that makes the biscuit puff up or rise) such as baking powder.
When a dog eats a batch of biscuit dough (and why wouldnot they since I love licking out the bowl of leftover mixture) once it enters their nice warm stomach it will expand.
Depending on the size of the dog how much dough your dog ate and the amount of baking powder in the mix your dog may be bloated.
When a dogs stomach becomes bloated it can cause them to die.
